Due to the high amount of Muslim immigrants – especially Turkish guestworkers, the Islam becomes important in Germany. As the former rather unimpressive prayer and meeting rooms – so called back-yard mosques, are rebuilt, installed or newly built, the topic gains a spatial plan-ning and spatial formative dimension. This new dimension causes conflicts in many places: on the one hand the Muslim community wanting to design their mosque, on the other hand resi-dents, political parties or citizens‘ initiatives who want to prevent this as representative mosques with cupola and minarets represent a projected area for fears on a Islamic ??. This paper offers an overview of mosques in the German Länder Hessen, Rheinland-Palatinate and Saarland. A case study on the debate on the building of a minaret in Völklingen-Wehrden 2010 in Saarland is then surveyed on the basis of a media analysis. [less ▲]

Globalisation is a ubiquitous influence in rural Europe, offering both opportunities and challenges. The liberalisation of travel restrictions, in addition to the growth and development of transport and global communication networks, have contributed to international mobility that promotes patterns of migration, return migration and repeat emigration from/into rural regions. Return migration in particular, represents a stimulating field of research, which is as though provoking as it is diverse. In some regions, migrants return to their native country to play a pivotal role in the economic, social, and cultural vibrancy of a local rural community, while in others, migrants find themselves excluded and isolated. Investigating this diversity of experience, this paper presents analysis of findings from research carried out as part of the FP7 DERREG project. Thirty-six biographies of return migrants (from the West of Ireland and Alytus County, Lithuania) were generated; allowing an understanding of how various life trajectories develop; reasons behind decisions; feelings regarding relocation and reintegration and, experiences of returning to a rural location. Drawing on transnationalism and social network theory, this paper reveals the complexity of contemporary return migration experiences and the similarities and diversities that exist between Western and Eastern Europe. Key issues to emerge include the context dependency of return migrant behaviour and their further life choices, integration and, the shift in migrant value priority scale from economic to social values. En Grande Région Saar-Lor-Lux, les interdépendances transfrontalières, notamment les mobilités résidentielles et de travail sont grandissantes. Elles ont pris un jour nouveau depuis les années 2000 à 2005 où de plus en plus de résidents luxembourgeois déménagent de l’autre côté des frontières (surtout en Allemagne), devenant ainsi des travailleurs frontaliers. Depuis les années 70, la coopération institutionnelle en Grande Région s’est structurée et les domaines de coopération sont nombreux : culture, transports, aménagement du territoire constituent quelques exemples essentiels. Par ailleurs, après de longues réflexions, la gouvernance transfrontalière tend à s’institutionnaliser avec la mise sur pied d’un GECT depuis 2013. Si certaines réponses transfrontalières visent à faire face à ces interdépendances fonctionnelles en termes d’accessibilité notamment, le cadre institutionnel permettant le développement de ces mobilités émane essentiellement de l’échelle étatique ou européenne. Cette contribution prendra appui sur les dynamiques de mobilité de travail et de résidence ainsi que sur certains développements institutionnels récents pour questionner l’opérationnalité du concept de territorialité dans le contexte transfrontalier. La contribution montrera comment les flux de travail transfrontaliers au sein de la Grande Région croissent et se diversifient. Très hétérogènes, les profils des travailleurs concernés permettent un ajustement à la fois quantitatif et qualitatif entre la main-d'œuvre et les possibilités d'emploi dans un marché du travail transfrontalier aux "contours" constamment repoussés plus loin des frontières. Les frontières se vivent également par les mobilités résidentielles transfrontalières (changement de pays de résidence) qui s'y opèrent, entre recherche d’une certaine proximité géographique avec l'emploi et usage opportuniste des différentiels dans les prix immobiliers. L'ensemble de ces flux transfrontaliers (de travail et de résidence), par ses multiples impacts (économiques, sociaux, territoriaux) est source de dynamique et d’innovation. L'espace transfrontalier de la Grande Région est ainsi progressivement construit socialement. Dans le même temps, plusieurs réponses institutionnelles interviennent au niveau local, régional, national ou européen. Le concept de territorialité permet de confronter ces deux tendances. [less ▲]

The paper reflects the territorial perspective of the European Union and starts with the reference to three strands of debates that are currently active on the interface of political geography and European law. First, since the 1990s we see a debate on a possible competence on the European level for spatial planning. In this context, the principle of subsidiarity is discussed controversially. Second, the debate on EU enlargements refers to the concept of finality. Third, we refer to the discussion on the principle of territoriality. Prevailing on the national level, this principle is very much disputed on the European level.We confront this very political debate. The starting point is here the discussion on the principle of territoriality which can be considered as the most comprehensive one.In a first step we differentiate between analytical and normative elements of the debate. In a second step we propose a categorisation that comprises territorial, moderate relational and radical relational approaches. In a last step, we position the concepts of subsidiarity and finality to the different understanding of territoriality. [less ▲]

National borders inside the European Union are open contact zones of transnational everyday lives. The Schengen Agreement ensures the free movement of EU citizens leading to new forms of international migration and illustrating the European integration process on the local level. Therefore, migrants move to the neighbouring country to live or work there. Cross-border residential property and labour markets develop meaning the transnationalisation of everyday lives between neighbouring countries. With the case study region of the municipality of Perl in the German federal state of Saarland and the joined municipality Amt Löcknitz-Penkun in the German federal state of Mecklenburg- Western Pomerania the following article deals with these cross-border everyday lives. On the one side of the national state borders there is a booming region (Luxembourg or Szczecin) and on the other side there is a structural weak rural German region. This substantially influences these processes. Both case study regions show dealings with these cross-border phenomena and spatial implications deriving from this. [less ▲]

The concept of ‘Biosphere Reserve’ is a tool that must be located between conservation and economic development, as it promotes a sustainable regional endogenous development and takes the holistic economical, socio-cultural, political, environmental and democratic rights into account. The following identification of conflicts in the biosphere reserve Bliesgau is very important for the further development of the UNESCO Biosphere Reserve Bliesgau in Saarland, Germany as well as for establishing and developing other new biosphere reserves. Within the framework of the research, expert interviews were conducted with twelve representatives of different institutions in Saarland in the period from 26 November 2009 to 15 December 2009. Due to the targeted diversity of the experts, governmental as well as non-governmental institutions were involved. Furthermore, organizations were contacted whose opinions concerning the Biosphere Reserve Bliesgau differ in public. [less ▲]
