The report was commissioned by the Chamber of Deputies for preparing the campaign around the constitutional referendum that was held in June 2015. It has two objectives. The first is to assess the citizens’ opinion and awareness on the four referendum issues. The evaluation was made on the basis of four citizen consultations composed by a representative panel of citizens resident in Luxembourg. In addition of providing an overview of the state of citizens’ knowledge and opinions (and their evolution), the analysis allows to assess how participants perceive the consultation process itself. The second objective is to present and discuss concrete proposals to include citizen’s in the constitutional reform and in the referendum campaign. This last part is based on the teachings of the consultation carried out in Luxembourg as well as three case studies where people were fully involved in the constitutional reform process: the case of Iceland, Ireland and the State of Oregon (USA). The year 2015 was a paradoxical one for Luxembourg. Its first half saw the government carrying its task of ‘nation branding’, trying to change its image (of tax haven and socially conservative policies) with a step toward a greater separation between church and state, several potential constitutional reforms aimed at a more inclusive democracy, and more indirectly through Prime Minister Bettel, who married his male companion less than a year after the adoption of gay marriage in the Grand-Duchy. Popular resentment regarding the exclusion of the Christian Social People’s Party (CSV) from government still loomed large, and partially explained the disastrous defeat of a consultative referendum for the tripartite coalition. Local autonomy index project 2015 (march 2015 – June 2015) is EU Commission funded project coordinated by the Graduate Institute of Public Administration at the University of Lausanne; The goal of the project is to create a Local Authority Index (LAI) which can be used to report and analyse changes in the amount of decentralisation in some 38 countries. Evaluation includes in depth research on relevant legislation, analyzing tendencies and conducting interviews with relevant stakeholders, communication and close team work with fellow collaborators and coordinators. Alors que la littérature portant sur les SAV a tendance à se focaliser sur les SAV positionnant les utilisateurs par rapport aux partis politiques, cet article invite le lecteur à s’intéresser de plus prêts aux potentiels scientifiques des SAV « orientés candidats », c’est-à-dire des SAV toujours plus nombreux permettant aux électeurs de se positionner par rapport aux candidats. Il propose à cette fin un état de la littérature scientifique dans deux domaines. Premièrement, il s’intéresse à l’attrait que les SAV exercent sur les candidats et son influence sur la personnalisation de la campagne en analysant l’étendue de son adoption au moment de son introduction en Suisse et au Luxembourg. Deuxièmement il expose à travers des exemples concrets issus du SAV luxembourgeois (smartvote.lu) comment grâce à la collecte massive et détaillée des positions politique des candidats il est possible d’étudier une série de questions classiques relevant du choix électoral, de la représentation politique, de la cohésion intra-partisane ou encore de la responsabilité des élus par rapport à leurs promesses pré-électorales. Pour l’ensemble de ces questions, les SAV peuvent fournir aux politologues des données nouvelles qui ne peuvent être obtenues que très difficilement par les instruments de recherche classique. En particulier les SAV peuvent devenir des moyens complémentaires aux enquêtes post-électorales auprès des candidats qui souffrent généralement d’un taux de réponse relativement bas. [less ▲]
