This position paper analyzes blockchain technology from a scientific and application-oriented perspective of the Fraunhofer-Gesellschaft. It examines relevant technical aspects and related research questions. This shows that the technology still has fundamental research and development challenges in all areas. These include, for example, the modularization of individual blockchain concepts as well as their combination and integration for application-specific blockchain solutions. The investigation of fields of application and industries that can best benefit from the new technology shows that different properties of the blockchain are relevant for a field of application are. While the automation potential associated with smart contracts is essential for the Internet of Things, it is the irreversibility of the transactions managed for applications in the areas of supply chain, digital media or for guarantees of origin. However, the decisive aspect is that the blockchain is of great relevance for many different areas of application outside of the financial sector and, above all, independent of cryptocurrencies. Abandoning fossil and nuclear energy sources in the long run and increasing amount of renewable energies in electricity production causes a more volatile power supply. Depending on external realities, renewable energy production emphasizes the need for measures to guarantee the necessary balance of demand and supply in the electricity system at all times. Energy intensive industry processes theoretically include high Demand Response potentials suitable to tackle this increasing supply volatility. Nevertheless, most companies do not operate their production in a flexible manner due to multiple reasons: among others, the companies lack know-how, technologies and a clear business case to introduce an additional level of flexibility into their production processes, they are concerned about possible impacts on their processes by varying the electricity demand and need assistance in exploiting their flexibility. Aside from fostering knowledge in industry companies, an IT-solution that supports companies to use their processes’ Demand Response potential has become necessary. Its concept must support companies in managing companies’ energy-flexible production processes and monetarize those potentials at flexibility markets. Digital technologies are changing our society in many ways. In addition to significant increases in productivity and new forms of value creation, the rapid digital change also brings with it a multitude of political and social challenges. While the digitization of the public sector in Germany is still facing challenges, other countries are already further. For example, Estonia has already largely digitized its administration. The federal government would also like to advance Germany with a targeted digitization strategy and strengthen public administration through the use of digital technologies. One of the focus technologies in this context is blockchain. Blockchain is a decentralized data structure, in which data in cryptographically linked blocks can be stored invariably and traceably. The essential concept of blockchain technology is to manage the data to be stored through a subscriber network instead of a central instance. In addition, new blockchain technologies make it possible to automate parts of the cross-agency process management. Due to its properties, blockchain technology offers a good opportunity for coordination in federal structures, as required by the German asylum process. In addition to one body primarily responsible, the Federal Office for Migration and Refugees, other authorities at both federal and state level are involved in the asylum process. For example, initial reception centers and immigration authorities are subordinate to the respective federal states or part of the local government. This results in a large number of process variants, heterogeneous IT infrastructures and an incomplete digital exchange of information. A cross-agency data source already exists in the form of the Central Register of Foreigners (AZR). The AZR contains a large amount of data that may be recorded and stored by the authorized authorities in accordance with applicable law (especially AZRG). In addition, there is a need for IT-based support for cross-agency communication and cooperation. The Federal Office for Migration and Refugees has now evaluated to what extent blockchain can contribute to overcoming these challenges and promote the establishment of digital identities in the asylum context as well as cross-agency communication and cooperation. A proof-of-concept project that the Federal Office carried out in the first half of 2018 serves as an essential reference point. The project began with the selection of the use case ("simplified asylum process") and a pre-evaluation of the suitability of the blockchain technology. After a positive pre-evaluation, a suitable system was developed by a mixed team from the Federal Office, the Fraunhofer FIT Business Informatics project group and a technology partner. The project was then evaluated according to a blockchain-specific evaluation framework. In addition to technical and professional aspects, the focus here was in particular on issues relating to data protection law. The proof-of-concept project has shown that the use of blockchain technology could support cross-agency communication and cooperation in the asylum process. In addition, blockchain could lay an important foundation for the establishment of digital identities and make the process flow of an asylum seeker traceable on the basis of such an identity. It is true that it has not yet been possible to fully implement all applicable data protection regulations in the developed proof-of-concept. However, the knowledge gained in the course of the project forms a promising basis for the development of a data protection-compliant blockchain-based solution for the asylum process. In addition, due to the federal structure taken into account, the developed concept could also be scaled beyond Germany's borders. A blockchain-based, transnational management of asylum processes could thus become a joint project of the European member states to strengthen cooperation while preserving federal structures. Blockchain technology could thus be the beginning of digital federalism in Europe (also in the asylum area). [less ▲]

Digitalization promises unprecedented opportunities for public sector institutions to increase efficiency of current and to introduce new services. One of these opportunities are unique digital identities which could improve migration and refugee management, simplify distribution of social services, and improve healthcare systems. A major challenge, however, to the adoption of such digital identities is finding a suitable technological basis. Blockchain might be such a technology. The challenges of introducing blockchain-based digital identities, however, are both significant and fuzzy. To provide guidance on how to overcome these challenges, we provide a detailed exploration of blockchain-based platformization of digital identities and discuss interview insights from refugee and migration management in Germany. We find that blockchain offers promising solutions for unique digital identity management. Likewise, we find that implementation in the public sector would entail a range of organizational and technological challenges. Successful adoption, on the other hand, might ultimately pave the way for decentral and efficient e-government services. [less ▲]

The public sector presents several promising applications for blockchain technology. Global organizations and innovative ministries in countries such as Dubai, Sweden, Finland, the Netherlands, and Germany have recognized these potentials and have initiated projects to evaluate the adoption of blockchain technology. As these projects can have a far-reaching impact on crucial government services and processes, they should involve a particularly thorough evaluation. In this paper, we provide insights into the development of a framework to support such an evaluation for the German asylum process. We built this framework evolutionarily together with the Federal Office for Migration and Refugees. Its final version consists of three levels and eighteen categories of evaluation criteria across the technical, functional and legal domains and allows specifying use-case specific key performance indicators or knockout criteria. Blockchain technology is a very recent and fast evolving phenomenon with the potential to disrupt various industries. Organizations are thus increasingly looking at the technology and are forming multi-functional teams to evaluate the technology and its impact on their businesses. However, researchers and practitioners still lack a technology-driven, systematic approach to understand the potential of blockchain and to develop convincing use cases. We address this research gap by applying an action design research approach and situational method engineering to propose a method for the development of blockchain use cases. Following this approach, we iteratively evaluated and further developed the proposed method through application and testing in four distinct industries. We thus derive constructive knowledge at the cutting edge of digital transformation, innovation management, and utilization of emerging technologies. Residential microgrids are poised to play an important role in future distributed energy networks. However, energy retailers have yet to identify effective electricity tariffs to incorporate residential microgrids into the energy value chain. For this reason, we have chosen to analyze a set of twelve representative tariff options retailers might offer in the future. To examine their effects on load profiles and electricity bills, we set up a comprehensive empirical evaluation framework. Our analyses identify three important recommendations for residential microgrid pricing: First, energy retailers should not offer volumetric tariffs as they result in higher electricity bills, encourage sharp peak loads, and fail to fully allocate system costs. Second, they should also be cautious in offering time-varying and especially real-time rates. Although these rates promise slightly lower energy bills for microgrid operators, they can destabilize load profiles if retailers fail to simultaneously introduce peak-moderating capacity charges. Third, energy retailers should consider tariffs with capacity and customer charges, which we find to lower electricity costs, foster peak shaving, and facilitate stable cost allocation. [less ▲]

Organizations and institutions have thus begun to examine the emerging the technology and its impact on their businesses. However, researchers and practitioners still lack a systematic approach to understand the po-tential of blockchain and to develop convincing use cases. We addressed this research gap by applying an action design research approach and situational method engineering to propose a method for the development of blockchain technology use cases. Following this approach, we iteratively evaluate and further develop the proposed method through application in four distinct industries. In a next research step, we now focus on a broader context and evaluate if our existing use case development method is applicable for other emerging technologies than blockchain. Bringing Blockchain technology and business process management together, we follow the Design Science Research approach and design, implement, and evaluate a Blockchain prototype for cross-organizational workflow management together with a German bank. For the use case of a documentary letter of credit we describe the status quo of the process, identify areas of improvement, implement a Blockchain solution, and compare both workflows. The prototype illustrates that the process, as of today paper-based and with high manual effort, can be significantly improved. Our research reveals that a tamper-proof process history for improved auditability, automation of manual process steps and the decentralized nature of the system can be major advantages of a Blockchain solution for cross-organizational workflow management. Further, our research provides insights how Blockchain technology can be used for business process management in general. [less ▲]

Electricity market design varies across countries throughout Europe. Thereby the provision and remuneration of flexibility always takes place in short-term market segments. Taking into consideration the fundamental changes of the power system, this paper discusses options for the future short-term market design. We develop a conceptual basis for a possible integration of currently separated short-term market segments. Market segment integration (MSI) is defined as the interaction between and possible combination of market segments, i.e. intraday market (ID), congestion management (CM) and balancing market (BA). The paper especially focusses on two options, namely an integrated BA and CM market and an integrated ID and CM market. For these options we determine the basic design features. We propose a criteria catalogue which allows the evaluation of the market design options. Based on several criteria we discuss possible positive and negative consequences as well as potential solutions. [less ▲]

Die vorliegende Arbeit ist Teil des durch das Bundesministerium für Bildung und Forschung geförderten Forschungsprojektes Synchronisierte und energieadaptive Produktionstechnik zur flexiblen Ausrichtung von Industrieprozessen auf eine fluktuierende Energieversorgung (SynErgie). Ziel des Forschungsprojektes ist die Befähigung der energieintensiven Industrien in Deutschland, die Stromnachfrage dem zunehmend fluktuierenden Stromangebot anzupassen. In der Vergangenheit waren Stromsysteme in der Regel dahingehend ausgelegt, dass die Erzeugungsseite des Marktes an das zeitliche Verhalten des Verbrauchs angepasst war. Durch den verstärkten Ausbau volatiler erneuerbarer Energien unterliegt die Stromerzeugung jedoch unkontrollierbaren, wetterabhängigen Schwankungen, weshalb eine Flexibilisierung des Gesamtsystems zunehmend an Bedeutung gewinnt. Die in SynErgie betrachteten Industrieprozesse stellen dabei eine Teilmenge potenzieller Flexibilisierungsoptionen dar und können zur Lastanpassung an schwankende Erzeugung sowie zur Bereitstellung von Systemdienstleistungen und Entlastung der Netze beitragen. In einem liberalisierten, wettbewerblichen Strommarkt sind im Hinblick auf die Erschließung der Potenziale der Nachfrageflexibilität die marktlichen und regulatorischen Rahmenbedingungen von hoher Relevanz. Diese Studie beschreibt daher zunächst die Grundlagen des Strommarktdesigns und des konstituierenden gesetzlichen Rahmens. Dabei wird stets der Bezug zur Anwendung auf Industrieprozesse genommen und potenzielle Hemmnisse der Partizipation flexibler Nachfrageprozesse aufgearbeitet. Die Analyse bildet den Ausgangspunkt für die folgenden Arbeitspakete im Cluster IV und dient der clusterübergreifenden Information über den Status Quo der Marktstrukturen und regulatorischen Rahmenbedingungen. Neben der systematischen Aufarbeitung des marktlichen Rahmens werden die wissenschaftliche Literatur sowie bereits publizierte Studien zum Thema Nachfrageflexibilität (Demand Side Management und Demand Response) in einer Metastudie analysiert und zusammengefasst. It replaces centralized transaction management by the distribution of transactions across a network of nodes with different methods for consensus finding. This major change of governance may change sectors of our societies far beyond digital currencies. Fraunhofer FIT established a Blockchain Lab in 2016 in order to explore its impact. It will serve as an experience lab for technical components, implementation platforms, application prototypes and blueprints for novel governance, process, and business models. [less ▲]

These days, due to the high level of interactions between individual projects, IT project portfolios are best described as IT project networks. While varied and frequent interactions between single IT projects create additional risks, they also generate the possibility of additional synergistic effects. This, however, is not reflected in current methods for IT project portfolio evaluation and project portfolio selection, which neither account for specific network characteristics nor do they clearly distinguish between the types of interaction and their effects. In this paper, we model resource synergies and dependencies within IT project networks by means of weighted, undirected and directed graphs and describe how alpha centrality allows for an assessment of both. We further illustrate the importance of accounting for network characteristics and the equal importance of distinguishing between resource synergies and resource dependencies. Our model can therefore be applied to gain practical insights on IT project portfolios [less ▲]
