In the last decade, the issue of online deliberation (or web-deliberation) has gained an important visibility among the scholars in the domain of political science, political philosophy, political communication as well as software designers. It corresponds not only to a topic of analysis – that can be broadly defined as the quantitative and qualitative assessment of the political and public debates online - but also to a democratic model of e-democracy, that aims to shape the different political usage of the web according to the deliberative values. A pertinent way to analyze this broad phenomenon is to subdivide its analysis in three sections which content is partly based on updated findings of my book Promises and Limits of web-deliberation. The first section refers to the deliberative theory on which the empirical research is based. The second section deals with the complex issue of operationalizing the deliberative theory. The last section provides an overview of the online deliberative empirical studies that were conducted this last decade by distinguishing three broad research fields: i) The studies that aim at measuring the usage of the political web-debates and the characteristics of the users; ii) The studies that identify and compare the social and political actors that offer possibilities of online debates; iii) The studies assessing the quality of deliberation in different discursive online settings and the ones aiming at defining the factors that could explain variations in web-deliberation. By following their spirits, I will propose an ambitious renovation of Your Voice in Europe, the only EU public institutionalized system of consultation that however most of the citizens are not aware of. A common assertion is that online forums are not representative of the general public opinion but would reflect the behaviour and opinions of frustrated and extremist citizens. The objective of this paper is to empirically test this assertion by looking at the online debates about the referendum on the question of whether resident foreigners should under certain conditions (that will be specified) be allowed to vote for the national elections in Luxembourg. In order to measure the opinions emerging from the online forums, the author has gathered the comments of a selection of the most read and active campaign forums (more than 50 comments) and has coded them to determine if they are in favour or against the extension of voting right to foreigners. The representativeness of the online forms is evaluated by comparing these results with, on the one hand, the referendum outcome and, on the other hand, the data of a representative post-referendum survey that compares the opinions of people who were active in the online forum with the ones of passive users (reader but no posting) and non-users. The report was commissioned by the Chamber of Deputies for preparing the campaign around the constitutional referendum that was held in June 2015. It has two objectives. The first is to assess the citizens’ opinion and awareness on the four referendum issues. The evaluation was made on the basis of four citizen consultations composed by a representative panel of citizens resident in Luxembourg. In addition of providing an overview of the state of citizens’ knowledge and opinions (and their evolution), the analysis allows to assess how participants perceive the consultation process itself. The second objective is to present and discuss concrete proposals to include citizen’s in the constitutional reform and in the referendum campaign. This last part is based on the teachings of the consultation carried out in Luxembourg as well as three case studies where people were fully involved in the constitutional reform process: the case of Iceland, Ireland and the State of Oregon (USA). L’analyse des élections est en soi un enjeu du débat politique tant de la part de ses acteurs principaux, les partis politiques, que des médias et/ou des électeurs eux-mêmes. Les Législatives d’octobre 2013 et, dans une moindre mesure, les Européennes de mai 2014 n’échappent pas à cette règle. Elles sont d’autant plus « discutées » en raison :  Des conditions de convocation du scrutin, la fin de la coalition chrétienne sociale/socialiste avant son terme, a été une source de polarisation politique inhabituelle pour le Luxembourg, qui plus est, publicisée à l’échelle de toute l’UE ;  De l’importance des acteurs non conventionnels et des groupes d’intérêts dans la définition du rythme et des thèmes de la campagne électorale d’octobre 2013 où les partis politiques ont semblé « perdre » une partie de leurs rôles dans la monopolisation de la représentation en politique;  Des modalités et de la composition inédite d’un Gouvernement tripartite où le Parti chrétien social a été rejeté dans l’opposition « contre son gré » bien qu’il fut toujours la première formation politique du Luxembourg ;  De la disjonction entre le scrutin national et européen pour la première fois depuis 1979 à six mois d’intervalles, donnant « potentiellement » l’occasion au corps électoral de sanctionner et/ou d’approuver le dénouement du premier scrutin tout en leur laissant éventuellement de se positionner plus « librement » en termes de politique européenne; L’étude électorale que nous avons menée dans le cadre de la Chaire de recherche en études parlementaires, dans une perspective historique et comparative, sur les comportements des Luxembourgeois de nationalité et des étrangers de résidence inscrits ou pas sur les listes électorales aux communales et aux européennes, est riche à la fois d’enseignements sociologiques et politologiques pour le moins inédits. Alors que la littérature portant sur les SAV a tendance à se focaliser sur les SAV positionnant les utilisateurs par rapport aux partis politiques, cet article invite le lecteur à s’intéresser de plus prêts aux potentiels scientifiques des SAV « orientés candidats », c’est-à-dire des SAV toujours plus nombreux permettant aux électeurs de se positionner par rapport aux candidats. Il propose à cette fin un état de la littérature scientifique dans deux domaines. Premièrement, il s’intéresse à l’attrait que les SAV exercent sur les candidats et son influence sur la personnalisation de la campagne en analysant l’étendue de son adoption au moment de son introduction en Suisse et au Luxembourg. Deuxièmement il expose à travers des exemples concrets issus du SAV luxembourgeois (smartvote.lu) comment grâce à la collecte massive et détaillée des positions politique des candidats il est possible d’étudier une série de questions classiques relevant du choix électoral, de la représentation politique, de la cohésion intra-partisane ou encore de la responsabilité des élus par rapport à leurs promesses pré-électorales. Pour l’ensemble de ces questions, les SAV peuvent fournir aux politologues des données nouvelles qui ne peuvent être obtenues que très difficilement par les instruments de recherche classique. En particulier les SAV peuvent devenir des moyens complémentaires aux enquêtes post-électorales auprès des candidats qui souffrent généralement d’un taux de réponse relativement bas. [less ▲]

The report was commissioned by the Chamber of Deputies for preparing the campaign around the constitutional referendum that was held in June 2015. It has two objectives.
