The aim of this paper is to analyse the reasons for the rapid development of cross-border work in the geographic space named “Great Region” or “Saar-Lor-Lux area”, a geographical sphere in the middle of continental Europe composed of several regional areas (Lorraine in France, Wallonie in Belgium, Rhénanie-Palatinat and Sarre in Germany) and one state (the Great Duchy of Luxembourg). The cross-border work is analysed as a regulation factor of these regional labor markets. A specific socio-economical context and the definition of national and supranational statutory frameworks favor its development. These differences in social and economic development of the concerned geographical areas favor the growth of cross-border work. It allows to make up for manpower shortages in some economic activity sectors and to remedy the problems related to qualifications. [less ▲]

Over the last decade an increase of cross-borders workers in Europe has been observed. These people who are crossing at least once a week the border separating their country of residence from their country of work present several common characteristics that we will show in our paper. Less observed until now, what can we say about the role of cross-border work within the labour market ? To describe this phenomenon of cross-border work, we will concentrate on the case of cross-border workers from Lorraine who are working in Luxembourg or in Saarland. The statistic exploitation of the census of France and of sources from the institutions of the social security from the concerned labour countries will be the basis of this analysis. This will allow us to show out firstly the role of cross-border work as a form of regulation of labour market and secondly its geographical concentration and specialisation. [less ▲]

Cette contribution est le résultat d’un travail collectif de quatre chercheurs appartenant respectivement au Groupe de Recherche sur l’Education et l’Emploi (GREE, Nancy), Centre d’Etudes de Populations, de Pauvreté et de Politiques Socio - Economiques (CEPS/INSTEAD, Differdange), Centre de Recherche Public - Gabriel Lippmann (Luxembourg), et Etablissement Public de la Métropole Lorraine (EPML, Pont-à-Mousson). Elle concerne une préoccupation commune, à savoir les dynamiques de l’emploi dans la Grande Région Saar-Lor-Lux. L’article met en œuvre une démarche pluridisciplinaire mêlant les apports de la géographie, de l’histoire, de la sociologie, du droit et de l’économie. Ces quatre chercheurs appartiennent à un réseau plus large d’acteurs et d’institutions des quatre pays concernés, dont l’objectif est la réalisation d’un ouvrage sur la Grande Région. [less ▲]
